Liu Guoyan, born in 1970 in Shandong, member of the China Association for Promoting Democracy, doctor, currently serving as the director, associate professor and master supervisor at the Department of Preschool Education, Faculty of Education, Shenzhen University, and also the executive director of China National Society of Early Childhood Education and deputy director of Professional Committee for Childcare for Babies Aged 0-3 Years, member of the Preschool Education Expert Steering Committee of Department of Preschool Education of Guangdong Province, deputy leader of the Expert Working Group of the Management of the “New Curriculum” Scientific Education Demonstration Program of Department of Preschool Education of Guangdong Province, chairman of the Preschool Education Committee of Shenzhen Education Society, host of the First and Second Preschool Education Inspector Studio of Shenzhen Municipal Government, host of the Preschool Education “Nursery Engineering” Famous Teacher Studio of Shenzhen Education Bureau, inspector of preschool education in Shenzhen, and special inspector of preschool education in Nanshan District, Shenzhen.

She has published nearly 50 academic papers in national core journals such as “Studies in Preschool Education”, “Education & Economy” and “Chinese Journal of Special Education”; presided over and completed nearly 20 national, provincial and municipal projects, with 4 research achievements adopted by Department of Education of Guangdong Province and Shenzhen Education Bureau; and presided over the research and formulation of provincial and municipal preschool education policies, such as “Guidelines on Strengthening the Construction and Management of Supporting Kindergartens in Residential Areas in Guangdong Province”, “Guide for the Administration of Kindergartens and Nurseries in Shenzhen”.
